The four key functions are carried out in the following sectors:

SECTOR: COMPREHENSIVE SOCIAL AND ECONOMIC DEVELOPMENT PLANNING

Sometimes referred to as “Comprehensive Community Planning”, this sector focuses on helping communities and area development institutions to engage grassroots community members in: 1) analyzing their own realities and needs; 2) understanding the historical and cultural roots of their current situation; 3) defining a vision for a desirable future; 4) creating a comprehensive action framework (i.e., a long-term plan) with a 10-20 year horizon that covers all critical areas of community and area development (such as health and wellness, life-long education, infrastructure, lands and environment, prosperity development, political development, etc.); 5) the creation of 1-2 year work plans for all implementation teams in the community system; and 6) systematic learning programs to ensure that implementers learn to think and act in ways that will lead to the outcomes they planned for (because old ways of thinking and acting are leading to the old results).
